TD Bank is hiring an AVP, Financial Crime Risk Management, Policy and Regulatory Change in Toronto, Ontario. This full-time, on-site leadership position oversees the development and governance of financial crime policies across Canada and TD’s Europe and Asia-Pacific operations.
The role requires extensive experience in financial crime compliance, policy governance and regulatory affairs. The successful candidate will interpret complex legal requirements, oversee regulatory change initiatives and lead a team responsible for maintaining policies that align with local regulations, global frameworks and TD Bank’s risk appetite. The position offers a published salary range of $155,000 to $215,000 CAD.
Leading Financial Crime Policy and Regulatory Governance
The AVP will manage the complete lifecycle of financial crime risk management policies, standards and guidelines covering Canada and Europe and Asia-Pacific jurisdictions. This includes identifying emerging regulatory developments, translating requirements into practical policies and overseeing implementation across affected business units.
The position also supports TD Bank’s global financial crime policy function. The AVP will work with business segments, compliance teams, regulators and industry associations to maintain alignment between enterprise-wide expectations and the specific laws, operating conditions and regulatory priorities of each jurisdiction.

Policy Development
Lead the creation, maintenance and governance of Canadian financial crime policies, standards and guidelines while maintaining alignment with TD’s global frameworks.

Oversee the assessment of new and amended regulatory requirements and help ensure that necessary changes are implemented across affected business units.
Regulatory Analysis
Interpret legislative, supervisory and industry developments and evaluate their potential impact on Canadian, international and global financial crime programs.
Cross-Border Alignment
Translate global standards and risk appetite into jurisdiction-specific requirements that reflect local laws, regulations and business operations.
External Engagement
Support discussions with government agencies, regulators and industry associations regarding financial crime legislation and regulatory practices.
Team Leadership
Lead professionals responsible for policy development, regulatory analysis and governance while assessing competencies and supporting individual development.
Education and Professional Experience
Candidates must have a bachelor’s degree or equivalent experience. TD Bank strongly prefers applicants with a Juris Doctor or master’s degree. A Certified Anti-Money Laundering Specialist designation from ACAMS, or an equivalent AML certification or licence, is considered an asset rather than a mandatory requirement.
The position requires more than 10 years of experience in financial crime risk management, compliance, legal services or regulatory affairs within a major financial institution. Candidates should have deep knowledge of Canadian financial crime legislation, working knowledge of international regulatory expectations and proven experience in policy development, governance and regulatory change management.

Work Environment, Compensation and Benefits
This is an on-site position based in Toronto and scheduled for 37.5 hours per week. The published annual salary range is $155,000 to $215,000 CAD. The actual base salary offered may vary according to the candidate’s experience, skills, job-related knowledge, geographic location and TD Bank’s business and organizational requirements.
